Abstract. The first international research and practical conference “Urgent Issues of the Maritime and Inland Water Law in the Current Geopolitical Conditions” took place at the Russian University of Transport. The event brought together more than 120 participants from the Arctic to Vladivostok, including managers of the maritime and river transport industry, scientists, and leading specialists in international maritime law, as well as representatives of industry educational institutions and international experts from Minsk, Greece, Tunisia, etc. During the discussion, the participants discussed topical issues of international maritime and river law, namely the practical aspects of the work of the maritime industry and the problems of its legal regulation; dwelt in detail on the problem of autonomous shipping in the Russian legal system; told participants about the use of digital technologies in sea and river transport. Interest of the participants was risen by the discussion on the legal protection of Russia’s national interests in the Arctic, the development of the Northern Sea Route, Russia’s role in the fight against international maritime piracy, as well as the legal status of the ship’s captain, his powers, functions, and responsibilities. In conclusion, the conference participants noted the close connection between legal science and practice, the active position of the Department of Maritime Law and International Law of the Law Institute of RUT (MIIT) in training specialists for the maritime and river transport industry.

Abstract. There has been presented an overview of the II All-Russian Research and Practical Conference “Legal Support of National Security. In the memory of A. A. Prokhozhev”, held on April 21, 2023, at the Institute of Law and National Security of the Russian Presidential Academy of National Economy and Public Administration (RANEPA). The research and practical conference brought together a total of 230 participants from 36 regions of Russia, including representatives of more than 100 educational and scientific organizations, as well as practicing lawyers from law-making, law enforcement and judicial bodies, and representatives of public organizations. There have been published abstracts of the main reports of conference participants in the review.

Abstract. The current paper has considered the concepts of “national security”, “threat to national security”, “tasks of criminal policy” and how they are interconnected with enforcing transport security. The attention has been focused on the National Security Strategy of the Russian Federation in the context of the criminal policy of the Russian Federation. There has been indicated the significance of crime as a threat to the national security of Russia in general, and transport security in particular. There have been analyzed the main threats to transport security and the types of objects of criminal law protection that develop in the considered legal relations. There has been developed an approach to solve the problems related to the strategy and tactics of combating crime in this area, as well as to improve the criminal and related legislation of the Russian Federation.

Abstract. The current paper has considered the criminal policy of the country in relation to crimes in the field of road safety and concluded that since the number of road traffic crimes increases, the country tightens responsibility for their commission. This is especially true of transport crimes committed while intoxicated. It is impossible to protect transport security by criminal legal means without the use of other mean, such as administrative, civil, disciplinary, etc.

Abstract. The current paper has considered the organizational and legal aspects of activities to enforce transport security. The authors have analyzed the main regulatory framework governing transport security in the Russian Federation. The work has focused on the organizational aspects of the activity, namely the allocation of subjects and objects of this activity, the distribution of possible responsibility and existing approaches to this issue. As a result of the analysis, there has been developed an approach, the classification of transport security subjects depending on the type of interest. The proposed approach could help to see some problems, and the proposed classification reflects the effectiveness of the activities of the designated entities and makes it possible to improve activities to enforce transport security.

Abstract. Crashes and accidents occurring on railway transport are usually very public crimes. They instantly become public, actively discussed in the media. Therefore, they refer to the events that require urgent intervention not only by law enforcement agencies, but also by government authorities in order to find out the reasons, identify and punish responsible people and take measures to prevent such incidents in the future. The current paper has considered the concerns of investigation of crashes and accidents on railway transport at the initial stage of their investigation.

Abstract. The current paper has considered the problems that arise when using the knowledge and skills of a specialist in the process of investigating crimes in general and transport crimes in particular. The importance of using the knowledge of a specialist in the investigation of crimes committed at transport infrastructure facilities has been determined by the high complexity of the transport structure of the national economy, quite a few specific features of the functioning of various sectors of transport, including rail, air, sea, waterways and underground. Investigations of transport crimes and other offenses on road transport are no less difficult. All this has determined the particular importance and the extreme necessity to use special knowledge of a very different nature related to the indicated modes of transport. For example, on railway transport they are the spheres of energy supply, electrical circuits, signaling and communications, locomotive and carriage facilities, track facilities, including turnouts and dead ends, bridges and tunnels, station structures, passenger platforms and many others. These features have determined not only the importance to apply special knowledge, but also their particular importance to establish the objective truth in the committed transport crime.

Abstract. Judicial practice shows that the successful investigation of most criminal cases today is impossible without the use of forensic examination, which, due to nowaday advances in scientific and technical means and methods, is the most effective way to apply special knowledge that has evidentiary value in criminal proceedings. There are crimes where it is impossible to do without forensic examination. This kind of criminal cases include crimes that violate traffic safety and the operation of transport, provided for in Ch. 27 of the Criminal Code of the Russian Federation. At the same time, with the modern development of forensic examination in the governmental forensic institutions there were no and there are still no forensic specialists to support the investigation of railway, air, maritime and water transport. At the same time, such examinations are carried out on a paid basis by non-governmental non-profit forensic organizations, without appropriate forensic t qualifications and without clearly established methods and methods of their production. As a result, there is no objectivity, completeness and reliability of the conducted examination, since it conflicts with the theoretical and methodological foundations of forensic examination. To understand this, there have been studied the reasons for the existing forensic practice in the transport block and there have been proposed the measures within the framework of the Law Institute of the Russian University of Transport that can and should move the solution to this problem in a positive direction.

Abstract. There are many road accidents on the roads of this country. Acccording to the effects on vehicles and people, they can be both of minor and major effect. And in all cases, it is necessary to inspect and fix damage to cars in order to study them. The analysis of civil cases on road traffic accidents shows that many drivers, in order to save time, negotiate with each other without calling the traffic police officers, then draw up the so-called "Europrotocol" and send it to their insurance companies to pay compensation or restore cars in specialized auto repair shops. The current paper has considered the features of inspection and fixation of damage to vehicles by car owners without calling the traffic police to the scene, and also analyzed Art. 11.1 of the Federal Law "On Compulsory Insurance of Civil Liability of Vehicle Owners".
