Abstract. The current paper is a review of the monograph by M. A. Bazhina “Intelligent transport systems in transport activities: problems of legal regulation”. The purpose of the review was to estimate the scientific novelty, theoretical and practical significance of the study in the context of modern challenges of digitalization of the transport industry. The methodological basis of the review was a system approach and critical analysis of the conceptual provisions of the monograph. The current paper has estimated the approaches proposed by the author to defining the concept of intelligent transport systems, legal regulation of their individual elements, and the status of participants in legal relations in this area. Particular attention has been paid to the analysis of the gaps and contradictions identified by the author in the current transport legislation. The monograph under review is the first fundamental study of the legal aspects of the functioning of intelligent transport systems in Russian legal science. The current work has provided a comprehensive analysis of the problems of legal regulation of information transport systems, identified existing gaps in legislation and proposed specific ways to solve them. The results of the monograph could be used in scientific and pedagogical work, legislative activity, and further research in the field of transport law. The reviewer has concluded about the significant contribution of the monograph to the development of domestic legal science. The main conclusion of the work is the necessity to form a holistic concept of legal regulation of intelligent transport systems.

Abstract. The current paper is a scientific and practical commentary and a detailed review of the textbook “Law enforcement in transport”, published by the Moscow publishing house KnoRUS. The textbook systematically presents educational material that reveals the features of law enforcement activities of state bodies and other entities in the transport sector, as one of the most significant and dynamically developing sectors of the Russian economy. There has been considered the status of law enforcement agencies in transport, their structure, concerns, and powers. Special attention has been paid to the peculiarities of law enforcement activities in transport in general and in its individual modes, such as railway, road, air, river, and sea.

Abstract. The current paper has provided the review of the article “Issues of applicable law in the sphere of tort relations with a foreign element”, prepared by the authors of the department of civil and international private law of the Institute of Law of the Volgograd State University. In the article there were considered tort legal relations on the example of road relations. In practice, there are often the questions of how the damage obligations are regulated if a transport accident occurred on the territory of a foreign state with the participation of a Russian citizen or between foreign citizens on the territory of the Russian Federation. From the general group of conflict rules in the field of tort legal relations, there have been analyzed the special rules regulating road legal relations. Uncertainty in the regulation of tort legal relations with a foreign element in the transport sector occurs due to the absence of mandatory norms governing disputed legal relations. The existing variety of conflict rules sometimes creates difficulties for law enforcement authorities in resolving legal disputes.
