Abstract. The current paper has considered the measures of legislative regulation to achieve the integrity and efficiency of the planning and program activities of JSC Russian Railways in managing state property. There have been analyzed the functions of state bodies and corporations in regulating property relations in the railway transport sector. There have been highlighted current problems of management, control and supervision, contractual and legal work of JSC Russian Railways in the area under consideration. There have been demonstrated the specific features of managing the state property of JSC Russian Railways, which is at the disposal of joint-stock companies, corporations, state unitary enterprises, united by common goals and objectives of the "single economic entity» of JSC Russian Railways. There has been noted the role of digitalization and contractual and legal work in improving the management of the property complex of JSC Russian Railways.

Abstract. The current paper has considered the objects of the transport system of the Donetsk People's Republic that ensure its sustainable development and security, namely, railway, sea and river, automobile, urban electric transport, and pipeline transport, and analyzed their role in ensuring the smooth operation of the transport system. All types of transport in the Donetsk People's Republic play an important role in ensuring mobility and accessibility of transport services for the population, as well as in the sustainable development and security of the region. There has been concluded that continuous improvement and modernization of the transport system contribute to economic development, raising the standard of living of citizens and attracting investment. The introduction of advanced technologies, improving the quality of service and updating the infrastructure are key measures for the further development of the region's transport system.

Abstract. The current paper, within the framework of a retrospective analysis of the development of aviation security regulation, has considered the features of legal regulation of the organization and implementation of airport border protection from the point of view of the list of entities authorized to carry out the relevant functions. There have been identified the reasons for the legislator's decision to demonopolize the specified sphere of public relations and estimated the prospects for their further development in connection with the upcoming transition to regulating issues of protecting civil aviation from acts of illegal interference within the framework of legislation on transport security.

Abstract. The current paper has considered the issues related to combating one of the most serious violations of traffic rules, namely dangerous driving, the definition of which has been introduced into Russian legislation lately. Justifying the relevance of the topic, the author has cited statistics confirming the seriousness and scale of the problem under study not only in our country but also abroad. Considering some aspects of the definition of dangerous driving, formulated in paragraph 2.7 of the Rules, and citing the opinions of many scientists, the paper has concluded that it is necessary to refine the concept of dangerous driving and clarify some points in its content, without which the reading of the legal norm in some cases may have an inaccurate or ambiguous interpretation. The paper has raised the issue of the readiness of law enforcement agencies and the technical means at their disposal to record facts of dangerous driving. The particular attention has been paid to the work of the legislative bodies of the Russian Federation in the direction of combating dangerous traffic. There have been studied causes of dangerous driving, as well as the factors influencing the emergence of this phenomenon with reference to the opinions of scientists expressed on the pages of both domestic and foreign scientific publications. There has been concluded that there is a necessity for a comprehensive approach to solving the issue of dangerous (aggressive) driving. The author has also paid attention to the psychological aspects of the personality of the driver-offender, which determine his behavior when driving a vehicle and significantly affect road safety. During the study and in conclusion, there has been proposed a number of specific measures of a regulatory, organizational, technical and educational-preventive nature, aimed at eliminating the causes and conditions of dangerous (aggressive) driving.

Abstract. The current paper has considered some aspects of liability for actions that threaten the safe operation of vehicles. There is a problem of holding liable in all types of transport, including railways. Thus, at present, due to widespread digitalization and the posting of propaganda information on Internet pages, risky travel by rail is becoming increasingly frightening. The activity of “train surfers” is presented in a positive, attractive way, arousing interest in young people. The adoption of a law in terms of observing the rights, freedoms in safe operation of the activity of train surfers will be the implementation of the principle of social justice.

Abstract. The current paper has presented the results of an experimental study to examine the effect of the context of advertisement on the level of message perception and changes in behavioral intentions regarding drunk driving. During the experiment, 112 students of the Moscow Polytechnic University aged 20-23 watched three advertising videos prohibiting drunk driving. The conducted survey and the obtained results have confirmed the main effect of advertising orientation on the perceived threat, efficiency, acceptance, or rejection of the advertisement. There has been found a dependence of the perception of the advertising message on the change in behavioral attitude to the problem among high (HSS) and low (LSS) sensation seekers. The data analysis has shown that for both HSS and LSS, sensory-oriented advertisement was more effective in enhancing perceived threat, message acceptance, or message rejection than cognitive-oriented messages. There has been also established that relative superiority of sensory-oriented advertising in changing the behavioral intentions of respondents over cognitive-oriented advertising, which will allow increasing the level of responsible driving and, thereby, the level of road safety while creating and developing more convincing advertisement.

Abstract. There have been considered the main prerequisites for the design and construction of high-speed railway lines in Russia. There have been analyzed historical aspects of this issue. There has been given a general description of the main parameters of the Moscow-St. Petersburg high-speed railway project, the implementation of which in 2024 is becoming practical. There has been substantiated a necessity to improve legal regulation of issues of design, construction, and operation of high-speed highways as a mandatory condition for the implementation of this project. There have been proposed coherent changes and additions to transport legislation aimed at legal legitimization of high-speed rail transport in the Russian Federation.

Abstract. The current paper deals with the consideration of legal aspects and problems of regulation of unmanned aerial vehicles in the airspace. There have been analyzed relevant legal acts and international agreements governing the use of unmanned aerial vehicles. There have been considered the issues of liability for violation of airspace laws when operating drones, as well as measures to ensure flight safety and the protection of personal data when using these devices. There have been highlighted possible changes in legislation to regulate this area and reduce the risks associated with the use of drones. The current paper has also provided a comparative analysis of the legal norms of various countries in this area and highlighted the main trends in the development of regulation of the use of unmanned aerial vehicles in the airspace.

Abstract. Digitalization processes contribute to changing the approach to the organization of many technological processes. The development of the unmanned aerial vehicle industry, being among the typical examples of the implementation of such transformations, can qualitatively change the approach to organizing the flight process. At the same time, there is also a transformation of many related and supporting processes that are crucial for the result. The development of technological solutions and the complication of architectural approaches for their implementation, the increase in the number of subjects and the perimeter of information interaction require a separate approach to the security of the information infrastructure that ensures the implementation of the flight. In the current paper there have been considered the features of the development of unmanned aerial vehicles, analyzed trends and approaches to information security enforcement, and developed proposals for improving information infrastructure security.
