Abstract. There has been presented a review of the of the 2nd All-Russian scientific and practical conference with international participation “Legal issues of enforcement of national security of the Russian Federation”, dedicated to the National Unity Day and held on November 7, 2025, at A.S. Griboyedov Moscow University. The scientific and practical conference brought together approximately 120 participants from 46 regions of the Russian Federation and the Republic of Belarus, including representatives of more than 65 educational and scientific organizations, as well as practicing lawyers from law-making, law enforcement, and judicial bodies, and representatives of public organizations. The current paper contains abstracts of the keynote speeches presented by the conference participants.

Abstract. There has been presented a review of the IV All-Russian Scientific and Practical Conference “Legal Support for National Security: Issues of Science and Education” on May 27-28, 2025, at the Institute of Law and National Security of the Russian Presidential Academy of National Economy and Public Administration. The conference has brought together over 120 participants from 15 regions of Russia, including representatives of approximately 50 scientific and educational organizations. Thirty Doctors of Sciences and approximately 50 Candidates of Sciences, as well as young scientists, participated in the scientific event. The broad representation of various scientific schools has enabled a productive exchange of views. The current review deals with the abstracts of the conference participants’ keynote speeches.

Abstract. In the current paper, there has been conducted a historical and legal analysis of C. F. Adams’s historical work “Erie Milestones” to discover traces of the development of corrupt relations in the field of railroad construction in the United States in the second half of the 19th century. There have been considered the forms of illegal corruption described by the officials of Railroad Company “Erie”, including the bribery of legislators in Albany and corruption in the New York State courts. There have been highlighted how Adams’s public condemnation of corruption laid the foundation for subsequent anti-corruption reforms in the transportation industry.

Abstract. Investment relations in the transport sector are mediated by a variety of civil law contracts, the most common of which are various organizational and legal models of public-private partnerships. Public-private partnerships have recently emerged as a mechanism for implementing socially significant projects. Joint investment activities between public and private partners are based on the pooling of resources and risk sharing. Legal regulation of public-private partnerships involves establishing partnership forms and conditions for project participation. The state must ensure favorable conditions for investment activity, creating a special legal regime, and exercise administrative and financial control. The development of organizational and legal models or partnership frameworks has received mixed reviews in the academic literature, owing to a broad legal approach and a narrow legal approach to understanding the legal institution of public-private partnerships. Despite ongoing debates about the relationship between public and private law in the legal frameworks of public-private partnerships, there could be concluded that the financial and legal mechanism of partnership is a mixed legal construction. This understanding makes it possible to further develop classifications of its organizational and legal forms and requires the necessity to further improve investment legislation based on a combination of public and private financing schemes in infrastructure transport projects.

Abstract. Anthropogenic greenhouse gas emissions from transport are a contributing factor to global climate change. Currently, industrialized countries are the primary sources of emissions. However, the share of emissions produced in developing countries is rapidly increasing. Motor vehicles produce the largest transport fuel emissions. By addressing the impacts of climate change through sustainable transport development, cities can also reap a number of benefits, including improved air quality, reduced noise levels, and increased road safety. There can also be expected social and economic benefits.

Abstract. The current paper has considered the integration of engineering and technical knowledge with jurisprudence in the context of criminal investigations under Article 263 of the Russian Criminal Code. The application of specialized knowledge in law enforcement will help avoid errors in the investigation of specific criminal cases, contribute not only to the protection of rights and freedoms, but also enforce national security for the real sector of the economy. Most railway transport examinations are commissioned by the Investigative Committee of the Russian Federation for Transport in criminal cases initiated under Article 263 of the Russian Criminal Code (violation of traffic safety regulations and the operation of rail, air, sea, inland waterway transport, and the underground). However, any methods or techniques, other than calculating a train’s braking distance, are absent in forensic practice. Scientific development of methods in railway transport forensics are of great importance and relevance.

Abstract. The current paper has provided a comprehensive analysis of current issues of state control and supervision of inland water transport in the Russian Federation. There have been analyzed current legal mechanisms, including the Inland Water Transport Code of the Russian Federation, technical regulations on the safety of inland water transport facilities, and orders of the Ministry of Transport of Russia (2012–2025) governing control and supervision. There has been drawn attention to the shortcomings of current legislation regarding the coordination of interdepartmental cooperation, which negatively impacts the efficiency of state port control. There has been also confirmed the inadequacy of the regulatory framework for implementing digitalization of document flow in water transport; specifying criteria for assessing the risks of non-compliance with mandatory requirements; standardizing procedures for the temporary detention of vessels; and qualitatively assessing the technical condition of shipping hydraulic structures. The identified problems complicate the effective monitoring of a significant number of water transport facilities given the high depreciation of the industry’s fixed assets. An analysis of the regulatory framework and state oversight practices has allowed formulating conclusions that have practical implications for improving water transport security systems.

Abstract. The current paper has examined the legal and economic aspects of enforcing security of Baltic Sea shipping routes in the context of current global instability. The purpose of the study was to identify potential risks to Russian shipping, taking into account the changing geopolitical situation in the Baltic-Scandinavian macroregion.
The work was carried out within the framework of the state assignment of the Ministry of Science and Higher Education of the Russian Federation (research topic No. FMZS-2024-0013 “Systemic analysis of economic and political risks and opportunities of the Baltic-Scandinavian macroregion”).
