Abstract. The current stage in the evolution of control and supervisory activity within the transport sector of the Russian Federation is characterized by a paradigm shift driven by the adoption of Federal Law No. 248-FZ of July 31, 2020, “On State Control (Supervision) and Municipal Control in the Russian Federation”. The regulatory reform has solidified a systemic shift from a repressive, audit-focused model of state control to a preventive paradigm that implements a risk-based approach, the digital transformation of supervisory procedures, and mechanisms to incentivize diligent compliance with mandatory requirements. At the same time, taking into account the transport sector’s status as a systemic factor in national security enforcement and a foundation of the state’s macroeconomic infrastructure, the specific nature of the industry has imposed imperative requirements regarding the systematic nature and quality of the legal regulation governing control and supervisory activity. This factor has given rise to an objective need to conduct a comprehensive doctrinal analysis of the existing body of law, to identify systemic disfunctions and gaps in legal regulation, and to formulate scientifically grounded proposals for optimizing legislation governing transport control and supervision.
