Abstract. The current paper presents the results of an individual project in the form of a detailed plan for a two-hour seminar on the theme "Public Administration in the Field of Transport" in the additional professional education program for military specialists, which has been implemented at the Military University of the Russian Ministry of Defense since 2019. As the results of the implementation of an individual project, there has been proposed a new information resource in the form of a detailed plan for conducting a seminar on the state transport management in the context of the digital transformation of the economy and transport logistics being especially significant theme nowadays. The presented educational and methodological plan will be used to implement the permanent education program and will contribute to improving the quality of permanent education for military specialists whose work is connected with transport support of the combat readiness of the Russian Armed Forces.

Abstract. The current paper presents the methodology for conducting classes for students in the program of additional professional education in order to form the knowledge of the current legal foundations and practice of financial control and audit of budget expenses in the process of financially supporting the needs for the development of the transport system. According to the analysis of theoretical aspects and experience in the use of the case-study methodology to improve professional competencies among the workers the Russian Ministry of Transport and its subordinate services and agencies, there have been identified the ways to improve the efficiency of using the methodology of situational analysis.

Abstract. The current paper analyzes the problematic and most urgent issues of distance learning in the framework of the implementation of additional professional advanced training programs for transport workers. It explores the methodology for conducting classes in order to form and systematize relevant theoretical knowledge for transport specialists who are studying under the programs of additional professional education. Based on the analysis of distance learning experience in the implementation of additional professional programs, there have been proposed the ways to improve the efficiency of the advanced education system for transport workers to implement the Transport Strategy of the Russian Federation for the period until 2030.

Abstract. The current paper presents the results of the development of an individual project in the form of a substantially updated program for the advanced training of teachers “The use of electronic information and educational environment and information and communication technologies in the educational process”. There has been substantiated the fact that the implementation of the program is fully consistent with the goals and objectives of the digital transformation of the bodies and organizations of the prosecutor's office of the Russian Federation. There has been proved that the further implementation of the program by the University of the Prosecutor's Office of the Russian Federation will help to improve the professional competencies of the teaching staff that are necessary to ensure the efficiency of permanent training of staff in the context of digital transformation in the prosecution authorities.

Abstract. The current paper studies the legal foundations and practice of applying program-targeted and project approaches to solving system-wide transport problems, including in the field of staff training. The attention has been focused on the role of permanent education of transport specialists to implement the state program of the Russian Federation “Development of the transport system”. Based on the analysis of the theoretical foundations and principles legalized in the legislation and the procedure for constructing a system of legal support for the implementation of the program-targeted and project approach to solving the problems of the transport system of Russia, there have been proposed directions to improve activities in this area.

Abstract. The current paper analyzes the importance of the permanent education as a factor that ensures self-determination and career progress for young transport specialists. It considers the role of training at the Russian University of Transport as a career lift for young transport specialists. There have been formulated some suggestions on improving youth policy directions, on ensuring the interconnection of organizational and legal incentives for self-development of the personality of a student and a young specialist with mechanisms for forming professional competence of the transport workers during the development of Russia's transport system in accordance with the priorities, goals and objectives of the Transport Strategy of the Russian Federation for the period up to 2030.

Abstract. The current paper deals with the consideration of the historical aspects of the formation and development of the institution freight transportation contract in domestic legislation. The author has analyzed the norms of the 1885 General Charter of Russian Railways, which determined the rights and obligations of the freight transportation contract. Separately, there have been analyzed the relations of the parties under this contract in the case when the carrier uses rolling stock (carriages) belonging to third parties. A retrospective analysis of the railway legislation allowed the author to formulate some proposals to improve modern civil legislation in the part dealing with contract on freight transported by rail.

Abstract. The current paper has considered the way of transportation in Ancient Russia due to objective historical conditions as a result of the settlement of tribal unions on the territory of the Russian Plain. The use of these transport lines for trade led to its expansion and development, and the formation of some duty ceremonies, which then over the years turned into liability to pay duty. The current paper has shown the way the taxation received significant development in the Moscow state, and individual duties were used for their intended purpose for the construction and maintenance of transport routes. Such development of state industries and institutions required the improvement of legal regulation, which actively began to develop in the XVII-th century. The current paper has analyzed some legal sources that governed the taxation and operation of transport lines. Much attention has been paid to the analysis of the Sobornoye Ulozheniye (Code) of 1649; its Art. 9 contained legal norms on collecting road duties and ensuring road safety and improvement of roads. Paying much attention to road duties, the chapter regulated the maintenance of roads, bridges and freights, thereby emphasizing the direct connection between the improvement of roads and road duties.

Abstract. The current paper is devoted to the analysis of the status and activities of the international transport corridors of the Eurasian continent, to which the Republic of Kazakhstan is directly related. There have been critically considered multilateral international treaties and conventions that govern the general aspects of international corridors and the international transport contract separately. An analytical study has been given on the example of the contracts on international transport corridors “North-South” and “TRACECA”. There have been presented statistical data that characterize the results of activities related to international transport corridors. The current paper has formulated the definition of the concept of an international transport corridor, the purpose of which is to provide high-quality customer service, to deliver its cargo on time and in good preservation. Great importance has been given to digitalization, automation, and robotization of the frights along international transport corridors. It has been noted that in the transport laws of the Republic of Kazakhstan there are no standards related to the management and functioning of international transport corridors. As a result of a critical review of international treaties, contracts and agreements, as well as Kazakhstani legislative acts related to road traffic and means of communication, the author has formulated suggestions and recommendations for improving both international and domestic legal acts. The legal problems of transport corridors in the current paper have been analyzed by the methods of content analysis, critical analysis, and the study of the mutual relations of internal and external issues. There have been given the following proposals to improve international treaties and laws of the Republic of Kazakhstan with their justifications in general: the formulation of the rights and obligations of the Coordination Council at the North-South international transport corridor; substantiation of civil liability of the operator for multimodal transportation; additional means to solve disputes between participating countries; the necessity to adopt a new Kazakhstan law on logistics facilities along transport corridors.
